Important Update: FTA Invoice Format Compliance

Issuing a tax invoice is a fundamental VAT compliance requirement for businesses registered in the UAE. However, missing information, incorrect tax calculations or incomplete invoice details can create compliance issues and expose a business to administrative penalties.

The Federal Tax Authority (FTA) requires VAT-registered businesses to issue valid tax invoices for taxable supplies, subject to applicable exceptions. Understanding the prescribed tax invoice format is essential for maintaining accurate records and meeting UAE VAT obligations.

In this guide, we explain the UAE tax invoice requirements, the mandatory fields for a full tax invoice, consumer-facing pricing rules and the steps businesses can take to improve their VAT compliance.

What Must a Valid UAE Tax Invoice Include?

Under Article 59 of the UAE VAT Executive Regulation, a full tax invoice must contain specific particulars relating to the supplier, recipient, transaction, applicable VAT and total amount payable.

The FTA’s official Tax Invoice Checklist also provides a visual reference for businesses reviewing their invoice formats.

Mandatory Fields in a Full Tax Invoice

Every full tax invoice should be reviewed against the following requirements.

1. Business Identification

The words “Tax Invoice” must be clearly displayed on the document. The supplier’s name, address and Tax Registration Number (TRN) must also be included.

Where the recipient is VAT-registered, the recipient’s name, address and TRN must be stated.

2. Unique Invoice Number

Each invoice must carry a sequential tax invoice number or another unique number that enables the invoice to be identified and its position within the invoice sequence to be established.

3. Invoice Date and Date of Supply

The date of issue is mandatory. If the date of supply differs from the invoice issue date, the date of supply must also be shown.

4. Description of Goods or Services

The invoice must clearly describe the goods or services supplied so that the transaction can be identified.

5. Quantity, Unit Price and VAT Rate

For each good or service, the invoice must show the unit price, quantity or volume supplied, applicable VAT rate and amount payable in AED.

6. Discounts

Any discount offered must be reflected in the invoice, with the relevant amounts accurately accounted for in the taxable value and VAT calculation.

7. Taxable Value and VAT Amount

The invoice must provide the relevant amounts for the transaction, including the applicable VAT. Businesses should ensure that the taxable value and VAT calculations are consistent with the actual supply and the relevant tax treatment.

8. Total Amount Payable

The total gross amount payable, including VAT, must be stated in AED.

9. Currency Conversion, Where Applicable

Where an invoice is issued in a currency other than AED, the VAT amount payable must be expressed in AED, together with the applicable exchange rate.

10. Reverse Charge Statement, Where Applicable

Where the recipient is required to account for VAT under the reverse charge mechanism, the invoice must include a statement to that effect and refer to the relevant provision of the UAE VAT legislation.

Important: These requirements relate to a full tax invoice. The UAE VAT rules also permit simplified tax invoices in specified circumstances, subject to the applicable conditions and prescribed information requirements.

For the full legal requirements, refer to Article 59 of the UAE VAT Executive Regulation.

Are There Penalties for Incorrect or Incomplete Tax Invoices?

Businesses should not treat invoice formatting as a minor administrative task. Failure to comply with applicable tax invoice requirements may result in administrative penalties under UAE tax legislation.

The original notice refers to a penalty of AED 2,500 for issuing an incorrect or incomplete tax invoice. Before publishing this amount as a confirmed penalty, businesses should verify the applicable provision, the specific contravention and the current penalty schedule.

For the latest official guidance, consult the Federal Tax Authority and its VAT guides, references and public clarifications.

A practical way to reduce invoice-related compliance risks is to review your invoicing template, verify your business and customer details, and check that VAT rates and amounts are calculated correctly.

VAT-Inclusive Pricing: A Requirement Businesses Should Not Overlook

Tax invoice compliance is not the only area businesses need to consider. The FTA also states that VAT-registered businesses must ensure that prices advertised to consumers include VAT.

This applies to consumer-facing prices displayed in menus, catalogues and price tags.

If your business advertises goods or services to consumers, review your pricing displays and promotional materials to ensure that they meet the applicable VAT requirements.

Tax Invoices and UAE eInvoicing: What Businesses Should Know

Traditional VAT tax invoice requirements and the UAE’s new eInvoicing framework are related, but they are not the same thing.

Under the UAE eInvoicing framework, an eInvoice is structured invoice data exchanged electronically between a supplier and a buyer and reported electronically to the FTA. A PDF invoice, scanned copy or image is not considered an eInvoice under this framework.

Businesses should therefore review both their existing VAT invoicing processes and their readiness for the applicable eInvoicing implementation requirements.
